Requirements

Owners are required to own the most recent version of ActionPC football from Koch Sports.

Off-Season Schedule

1. Following the release of the new season disc, the salary cap will be announced. Player salaries will be the same as the disc released by Koch Sports. At this time, each team will be required to trim their roster under cap, leaving salary cap space to finish the FA draft with league minimum players. Trading and cut/signs will not be allowed until after the FA draft.
2. A list of uncarded players for each team will also be posted at this time. You may claim uncarded players only if they were on your roster during the previous season. You are allowed to maintain an uncarded player for 1 season. Uncarded players may not be traded.
The deadline for claiming these players will be before the rookie draft.
3.. The free-agent draft will be 5 rounds. Extra rounds will be added for teams requiring extra free agents to reach their minimum number of players. The draft order will be determined by the previous season's standings using NFL tie-breaker rules if needed. Teams with extra rookie draft picks will be required to leave open roster spots for those picks. You may not exceed the salary cap during the free agent draft. If the cap is exceeded, the team will forfeit the rest of their picks and correct their roster after the draft is complete.
4. After the free agent draft, trading and cut/signs will be open until the rookie draft. If the salary cap is exceeded due to a trade, the team will correct their roster before the trade is approved. Trading will not be allowed until after the free agent draft.
5. The rookie draft will take place on or around June 1 of each year. The date and schedule will be announced a week in advance. Entering the rookie draft, all teams must be under the salary cap with room for their rookie picks to complete a 49 man roster. The draft will be 5 rounds with the order determined by the previous season's standings using NFL tie-breaker rules if needed.
6. Time limits will be set for each draft and the schedule will be announced on the evening preceding each day's drafting. Owner's who miss their scheduled pick will forfeit their draft slot and may be skipped. Once skipped, the owner make his pick at any time. The draft will not proceed into the next day until all picks are in or the next day's scheduled start.
7. Following the rookie draft, trading and cut/signs will be open for the remainder of the off-season. If the salary cap is exceeded due to a trade, the team will correct their roster before the trade is approved.
8. Just before the NFL season, Koch Sports will release a projection disc. Rookie's stats and salaries will be imported from this disc. Their will be one week to correct rosters following the release of the projection disc. Trading will not be allowed during this week. Only cut/signs are allowed. If rookies are released at any time during the season, they will be added to the FA list. Opening day rosters will be set at 49 players and under the cap.
9. WAIVER PROCEDURE    During the cut/sign period,  a cut player will be placed on waivers 24 hours. After he has cleared, if he is claimed by multiple teams, he will be awarded to the team highest in the waiver priority order. The order will be the same as the draft order. After making a signing of a waived player, the team will move to the bottom of the order. Also, teams with extra FA picks will be moved to the bottom of the order.
Transactions

1. During the regular season, all teams must maintain a roster of 49 active players. Uncarded players do not count toward the active roster. The salary cap may not be exceeded at any time during the regular season. Again, if the salary cap is exceeded due to a trade, the team will correct their roster before the trade is approved.
2. You may pick up free agents to replace injured players during the season. The injured player will be listed as "inactive". You may carry up to 5 inactive players. Un-injured players may not be on your inactive list. These moves must be made within cap limits.
3. Trading and cut/signs will be open during the regular season through week 11. All moves will be submitted  by the weekly deadline so they can be posted on the next week's zip. Injury signings will be allowed throughout the regular season, but not during the playoffs.

Gameplay

1. All usage and fatigue rules and penalties will be turned on during the regular season. Season usage penalties will be turned off for the playoffs. Season usage penalties will be set as follows:
Mild: 110%
Moderate: 120%
Major: 130%
Game usage penalties will be set at 10%.
2. Homefield advantage will be set at 3 for all teams. Homefield advantage will not be used for the championship game. A neutral site will be determined each year for the championship game
3. Penalties will be set at 2 for all teams.
4. All other rules will be set as they are in the NFL.
5. We will play a 16 game regular season. The next season's schedule will be post just after the end of each season. Schedule will be determined by standings using real NFL schedules from their 28 team format.
6. During the season, games will be played Wednesday through Tuesday each week. Any coach file changes or transactions should be submitted by 11pm(cst) every Tuesday. The next week zip will be posted by 8am(cst) each Wednesday.
7. All game files must be submitted by 11pm(cst) every Tuesday. Games not in by this time will be simmed by the commissioner. Their is no exclusive responsibilty to set up the game. Both owners should make effort to get the game in. If a game can not be played, an alternative should be cleared through the commissioner (preferrably a substitute).
8. The playoffs will consist of  6 teams from each conference(3 division champs, 3 wildcards) with 2 from each conference recieving first round byes. NFL tiebreaker rules will be used to determine playoff seedings.

Inactive Owners

1. Owners should respond to league notices within one week. If an owner can not be contacted during the regular season, his opponent should contact the commissioner for clearance to play the game. No response from an owner or notice of inability to respond will result in the loss of his franchise. Unowned teams' rosters and coach files will be monitered by the commissioner. Games against unowned teams may be played by owned teams within deadlines.
